Care of Afghan Families (CAF) is a non-governmental, non-political, not-for-profit, and independent Afghan organization. The organization was established in January-2003 in Kabul and is registered with the Ministry of Economy.

Job Description:

  1. GENERAL DUTIES :

The logistic officer/storekeeper based in Samangan Provinces in general is in charge of all the logistic works of the projects.

 

  1. SPECIFIC DUTIES :
  2. Procurement:
    1. Implementation of transport, maintenance, procurement, storing and asset management policies and procedures.
    2. Make sure that best quality for goods and services are purchased against reasonable price.
    3. Follow up and process, and preparing of procurement document.
    4. Training the logistic team on logistic tasks, stock management, deliveries, registrations, stock card, follow up of stock etc…
    5. Supervising the logistic team in project level.
    6. Make sure that consumption of all expendable items is as per the accepted standards
    7. To distribute RFQ, collect Quotation/Bids, prepare Bid Analysis and Purchase order Form if applicable,
    8. Preparing request order for purchasing of bulk consumable goods if needed.
    9. Preparing of service and goods procurement contract as per recommendation of committee.
    10. Procurement contract management specially for services.
    11. Ensuring the quality and quantity of purchased goods and services against signed contract.

 

  1. Receiving of Goods:
    1. Logistic Officer is responsible for receiving of purchased goods and in its distribution.
    2. Logistic Officer is responsible for delivery of goods to Stock Keeper, make sure appropriate procedures and formats are used,
  2. Petty Cash:
    1. Logistic Officer is required to manage the petty Cash according to standard accepted procedures,
    2. Receiving of cash for petty cash from Cashier on monthly base,
    3. Reporting any expenses from Petty cash with its support documents to Cashier on monthly base,
  3. Inventory:
    1. Logistic Officer is responsible for conducting regular Physical Inventory of Office asset on quarterly base,
    2. Logistic Officer is responsible for conducting regular Physical Inventory of asset in Health Facilities with the collaboration and support of Cluster Supervisor on quarterly base,
    3. Logistic Officer is responsible to update the asset inventory list project from time to time.
    4. Logistic Officer in case of any discrepancy should provide a discrepancy list after each inventory to project Manager for furtCovid-19 action.
  4. Immobilization:
    1. Logistic officer is responsible to prepare immobilization code for all goods according to Immobilization guideline.
  5. Contracts:
    1. Logistic officer responsible for preparation of all logistic contracts, including Car Rental Contract, House Rental Contract, Procurement Contract.
    2. Make sure that all standard and procedures are applied in preparation of all kinds of contract.
  6. Transportation:
    1. Logistic Officer is responsible for daily management of vehicles.
    1. Logistic Officer is responsible for management of transportation for field trips.
  1. Maintenance:
    1. Logistic Officer is responsible for assessment and performing of maintenance and small renovation of building and equipment office.
    1. Logistic Officer is responsible for assessment and performing of maintenance and small renovation of building and equipment of health facility through the cluster supervisor.

Booking and Pouching:

    1. Logistic Officer is the contact person with otCovid-19 NGOs as well as stakeholders.
    2. Logistic Officer is responsible for management of job-related domestic flights of staff member of CAF and make sure all required procedures are applied,
    3. Logistic Officer is responsible for pouching and sending of organization letter or documents to indicate destination.
  1. Logistic Filling System:
    1. Logistic Officer is responsible for establishing and maintenance of Logistic Filling System according to logistic performance procedures highlighted in Logistic guideline.
  1. Supervision:
    1. Conducting supervisory visit from Logistic Stock and Health Facilities on regular bases.
    2. Provide on job training to logistic team.
    3. Supervised of cleanliness of Office on daily base and make sure that cleaner and guards are doing their job in an appropriate manner.

 

 

  1. Security:
    1. Logistic Officer is responsible for all security related issues of Office
    2. Maintain contact with night duty guard during the holidays and Friday,
    3. Update the project Coordinator about the security issues of office and province on daily basis.

 

  1. Coordination:
    1. Logistic Officer is required to coordinate any Logistic issues to project management team as well as HQ team through program coordinator
    2.  Coordination of Security issues to otCovid-19 NGOs
  2. Reporting:
    1. Logistic officer is required to prepare monthly action plan and activity report,
    2. Preparing Supervision Report from Logistic Stock,
    3. Preparing Quarterly Inventory List of Office and HFs and discrepancy Report if any,
    4. Preparing of monthly consumption report of all consumable und project.

ADMINSTRATIVE

  1. Preparing monthly action plan and monthly activity report
  2. Attending coordination meetings

Job Requirements:

QUALIFICATION AND REQUIREMENTS:

  • University degree and training in Logistic Management
  • At least 4 years of progressively responsible experience in Stock Management in development projects.
  • Excellent interpersonal skills.
  • Proficiency in English; Read, Write, and Speak
  • An excellent computer skill of MS Office, specifically MS Excel is a must
  • Familiarity with Samangan Provinces.
  • Travel to the different districts of Samangan Provinces

 

WORK EXPERIENCE:

  • At least 4 years of experience in the relevant position.               

SKILLS:

  • Excellent knowledge of the English language (verbal and written)
  • Excellent interpersonal skills
  • A proactive approach to solving issues.
  • Ability to work both independently and as part of a team
  • Ability to create a supportive working relationship with all project teams
  • Ability to work under pressure
  • Ability to work on Microsoft Office, Excel, World
